Cross-border cooperation in Union State to be discussed in Minsk

The Commission for Legislation and Regulations of the Parliamentary Assembly of the Belarus-Russia Union State and the working group to prepare the draft model legislative act “On cross-border cooperation in the Union State” will convene in Minsk on 14 February, BelTA learned from the press service of the Parliamentary Assembly.

“The participants will be briefed on the progress to draft the model legislative act “On cross-border cooperation in the Union State” and on the results of a comparative legal analysis of the legal regulation of cross-border cooperation in Belarus and Russia, which became the first stage in the work to draft the model legislative act,” the press service noted.
The meetings will be attended by deputies of the Parliamentary Assembly, representatives of the Standing Committee of the Union State, the Ministry of Foreign Affairs of Belarus, the Ministry of Economic Development of Russia, members of the Scientific Advisory Council of the Parliamentary Assembly, and legal experts.
The press service recalled that the initiative to draft this model legislative act was put forward by Chairman of the House of Representatives of the National Assembly of Belarus Vladimir Andreichenko and Speaker of the State Duma of the Russian Federation Vyacheslav Volodin at a meeting of the Council of the Parliamentary Assembly in Pskov on 4 September 2023. The initiative was actively supported by Pskov Oblast Governor Mikhail Vedernikov and Vitebsk Oblast Governor Aleksandr Subbotin, as well as Union State parliamentarians.
On 26 September, members of the Commission for Legislation and Regulations of the Parliamentary Assembly put together a working group to prepare a model legislative act. At its first meeting on 17 October, the working group agreed upon approaches to defining the subject of regulation of the model legislative act. The Commission for Legislation and Regulations determined key provisions of the draft model legislative act. On 30 November, the Parliamentary Assembly held parliamentary hearings on the draft model legislative act “On cross-border cooperation in the Union State”. The hearings resulted in the approval of the concept of the model legislative act.
