Russia ratifies Belarus-Russia protocol on amendments to regional security agreement

Russia has ratified the Belarus-Russia protocol on introducing amendments to the Belarus-Russia agreement on ensuring regional security in the military field of 19 December 1997. The document was published on Russia's official Internet portal of legal information on 12 December, BelTA has learned.

This protocol was signed in Minsk on 3 December 2022. Belarus completed the necessary ratification procedures at the end of June 2023. The State Duma of Russia ratified the protocol on 5 December and the Federation Council did so on 7 December. On 12 December, the law ratifying the protocol was signed by Russian President Vladimir Putin.
In line with the agreement, Belarus and Russia will join efforts to create a common defense and security space. The amendments stipulated by the protocol update the content of the preamble, clarify the terminology. It also introduces the concept of “the regional grouping functioning”.
The protocol regulates the implementation of the bilateral cooperation documents related to military security in the Union State, as well as the procedure for joint planning, application of the regional grouping of troops (forces), financing of joint measures of operational, mobilization and combat training.
